This report covers the methods used to recruit the People's Panel by MORI on behalf of
the Cabinet Office. It describes each stage of the survey, providing details on sampling,
field materials, the recruitment process and response rates. Technical details are also
accompanied by a brief discussion of the issues involved, and any problems encountered
during the survey. (October 1998)

 | 1st year evaluation
report
Because the People's Panel is a new approach for central government,
we are committed to evaluating it annually, for at least the first three years of its
life. On 23 May, in answer to a Parliamentary Question, Ian
McCartney, Minister of State for the Cabinet Office, announced publication of the first
evaluation report. (23 May 2000)

is carrying out an inquiry into innovations in public participation. On 7 December
1999, Jonathan Rees, Director, Modernising Public Services Group and Ben Page, from MORI,
gave evidence on the People's Panel. The transcript of the session has been

Human Genetics Commission
People's Panel research commissioned by the HGC found
broad support for the benefits offered by human genetic research,
but some misgivings about the regulation of such developments in the
future. The survey results are published as the Human Genetics
Commission continues to invite responses to its consultation paper
'Whose hands on your genes?', which asks for views from across the
UK on the future use of genetic information and what protections
should be put in place to prevent unfair discrimination or
exploitation in areas such as insurance, employment and police
forensic and medical databases.

The
past 12 months
Over the past twelve months, the People's
Panel has been used to contribute to or inform quantitative surveys
carried out independently of it: the delivery of public services
through electronic channels; the ministerial public appointments
process; public transport in England; a proposed leaflet on
genetically modified (GM) food; and country-of-origin labelling of

People's
Panel: 5th Wave Research: Putting consumers at the heart of public
services
This wave of research looks at how satisfied people
are with public services and what people expect from them; perceptions
about how public services deal with complaints; public sector
employees’ attitudes towards their employers and how these differ
from the private sector; and what qualities people think providers of
public services need.

This
report highlights the findings from a re-analysis of the data from the
first wave of the People’s Panel. MORI was commissioned by the
Social Exclusion Unit to examine the responses of respondents who
lived in deprived areas, to determine how they differed from those
living in other areas. the report

Public Services and Ethnic Minorities
The Government is committed to providing public services that meet the needs of all.
This research project tells us what people from ethnic minority communities think of the
services they receive and shows how their opinions differ across and between different
ethnic minority groups. The information we get from this research will be used by
government to help improve services.

Fourth Wave
Research - Open all hours
The Government is committed to making public services available 24
hours a day, seven days a week, where there is a demand. We asked the People's Panel which
out-of-hours services will people want access to; what sort of business will they use them
for; when will they want to be able to make contact; and how. We also used the 4th wave of
People's Panel research to find out how much the public understand about the Government's
Charter Mark award scheme, which is designed to help public services focus on users'
needs.

Change
of address portal
By the end of 2001, people will be
able to tell all the government departments they have dealings with
of any change of address on-line, in one easy step. We assessed
people’s reactions to this proposal by inviting Panel members to
join workshops testing out the technology.

Older People Have Their Say
What do older people think about public services? Are their concerns the same as the
rest of the general public? Do they have particular needs? What do they think about
IT? MORI and the Cabinet Office carried out a detailed analysis of the views and
attitudes of older people from first three waves of research carried out using the
Peoples Panel.

The Women's Unit commissioned 24 focus groups using Panel members, as part of a
wider programme of consultation with women. The Listening to
Women report, Voices, was published on 6 October.

levels of service we expect from our public agencies, and where we'd like them to be;

six focus groups to investigate parents' attitudes towards value added information in
