Joining Up: Government Strategy

Joined up working is central to the Government’s reform programme for public services. It was a key element in the first phase of the reform programme and the vision of responsive public services set out in the Modernising Government White paper. This recognised that people had rightly grown impatient about barriers to good, convenient service that stemmed simply from the way the Government was organised. The following key reports were published during this first phase:

Modernising Government White Paper – This White Paper was published in March 1999, setting out the Government's vision for modernising public services by focusing on five key commitments:

Policy making: we will be forward looking in developing policies to deliver results that matter, not simply reacting to short-term pressures.

Responsive public services: we will deliver public services to meet the needs of citizens, not the convenience of service providers.

Quality public services: we will deliver efficient, high quality public services and will not tolerate mediocrity.

Information age government: we will use new technology to meet the needs of citizens and business, and not trail behind technological developments

Public service: we will value public service, not denigrate it.

Modernising Government Action Plan - The White Paper said the Government would set milestones to chart the programme's course and success criteria so that the users of public services could judge whether it was working. The Action Plan table sets out all the commitments that Government have made in the White Paper and action towards meeting them.

Wiring it Up - In January 2000, the Performance and Innovation Unit published "Wiring it Up", a report on accountability and incentives for Joined-Up Government. The report sets out a vision and strategy for improved cross-cutting policy making and service delivery for the 21st century. The report recommended action in a number of key areas including using the centre to lead the drive for more effective cross-cutting approaches wherever they are needed. The report recognised that there was no simple or standard answer: solutions in any particular case had to be tailor made.

Wiring It Up - A Progress Report To The Prime Minister charts progress made on implementation of the Wiring It Up report up to summer 2001. Following the General Election the Prime Minister made a number of major changes to the machinery of government. These are described in the introduction to the report (Pages 3-4). They include new arrangements designed to strengthen the capacity of Number 10 and the Cabinet Office to support the Prime Minister and his Cabinet colleagues in delivering the Government’s priorities.

 

Reaching Out: The Role of Central Government at Regional and Local Level – This Performance and Innovation Unit report published in February 2000, ascertained how central Government can provide better and more efficient delivery of policy and services to people and organisations at local and regional level. The report concluded that there was a need for strengthened and higher profile Government Offices in the regions covering all Government policies affecting local areas, with more discretion on how to achieve results – but more clearly accountable for delivery of cross-cutting outcomes.

Electronic Services for the 21st Century – The Electronic Services for the 21st Century’ report was published by the Performance and Innovation Unit in September 2000 and recommended the government should take steps to ensure that those who are unable or unwilling to use electronic channels themselves can still benefit from electronic service delivery. It also recommended that electronic service delivery should be used to join up service provision across departmental boundaries, to break down silo-based delivery networks and to allow citizens to interact with government whenever they choose, whether at home, at work or on the move.
