The Code of Practice on Written Consultation will set new standards for
consultation documents issued by the government. It emphasises the
need for dialogue on proposals to be as wide-ranging as possible -
including difficult to reach groups - at the same time minimising the
burned consultation imposes on them, and giving them a adequate time to
prepare responses: a standard minimum period of 12 weeks.
The Code follows an evaluation which
showed variable standards of consultations across Whitehall, and a report
of the Neill
Committee which called for a document of this sort to underpin the
integrity of the process of government decision making.
It applies to all public national consultation documents issued by UK
departments and agencies and places a number of requirements on
departments and agencies.
