E-bulletin – September 2005
Hello and welcome to the Russell Commission Implementation
monthly e-bulletin. The aim of the bulletin is to update you
on our progress in implementing the Commission’s recommendations.

- Interim Operations Director appointed
We are delighted to welcome Jayne Colquhoun, who has been
appointed as the interim Operations Director for the Russell
Commission implementation body. Jayne is a civil service
secondee, who will work alongside Ian Russell and the Home
Office team to set up the new charity responsible for implementing
the Russell Commission recommendations. Jayne has worked
in a range of government departments, and until last year
was Principal Private Secretary to the Secretary of State
for Scotland. She brings with her considerable experience
of setting up new organisations. Jayne said, 'this is a
fantastic project, with the potential to benefit the lives
of young people and their communities. I am delighted to
be part of making it happen.' Jayne's appointment commences
on 12 September 2005.
- Board and CEO recruitment to begin in September
Ian Russell has appointed Veredus, the executive search
and selection consultancy, to recruit a new Board, Chair
and Chief Executive Officer for the Russell Commission implementation
body. Recruitment will begin in September 2005, with advertisements
in the national press, and an executive search to identify
high calibre applicants for these new posts. Veredus will
also be working alongside the existing Youth Advisory Board
and Kikass to develop a strategy to recruit young people
onto the Main Board. Beverly Steel, of Veredus said ‘we
are looking forward to working on such an exciting recruitment
brief, and we expect to recruit some high calibre individuals
to make Ian Russell’s vision a reality.’
- Russell implementation body applies for charitable
status
The Home Office implementation team are now in the process
of incorporating the charitable company that will take the
lead in delivering the recommendations of the Russell Commission.
The organisation will shortly be registered at Companies
House. Securing charitable status is the next important
step in the process of creating the independent company
that will champion youth volunteering in England. Charity
Commission staff have been assisting Ian Russell in devising
the memorandum and articles of association for the new charity,
ensuring a firm foundation for its work.
- Regional events planned for October / November
The Home Office implementation team are organising a series
of six regional events throughout England in October and
November. These events will update volunteering and youth
practitioners on implementation progress to date, and will
also include practical workshops to assist practitioners
in gearing up for the step-change in youth volunteering
proposed in Ian Russell’s report. Workshop themes
will include:
- youth-led volunteering
- running taster sessions
- full-time volunteering
- attracting private sector support
- assessing the quality of volunteering opportunities,
and
- accrediting young people’s learning through
volunteering.
