Guide to the Centre of Government

Introduction

If Government is to function well, it is important that the various parts of the centre are properly coordinated and clear about their respective roles. It is also important that these relationships are clear to departments.

The production of this guide was one of the recommendations in Wiring It Up, a report on Whitehall’s management of cross-cutting policies and services by the Cabinet Office’s Performance and Innovation Unit, published in January 2000. The report said:

...at present the precise role of, and relationship between, No 10, the various parts of the Cabinet Office...and the Treasury, can be obscure to staff in departments and beyond. A short, plain English guide setting out the roles of the different players at the centre, how they work together and how they relate to departments would be invaluable in communicating the role of the centre...

Wiring It Up explained how a well functioning centre can help clarify objectives and coordinate policies which go beyond the boundaries of departments. This helps Ministers deliver their objectives. For the purpose of this exercise, the centre is defined as:

This guide does not try and describe in detail everything these three organisations do. It concentrates on what they do to support and coordinate other departments’ efforts. We hope this will be of use to officials across government whose work brings them into contact with the centre. This includes people in the wider public sector such as executive agencies, non-departmental public bodies, local authorities and other parts of the public service.

The Guide is divided into three parts. The first describes briefly the organisations at the centre and how they seek to add value. The second sets out in more detail who does what within these organisations. The third explains how the centre is tackling the modernisation of public services.
