Pay and Workforce Reform Strategies

OPSR’s Pay and Workforce team was established in August 2002, to support departments in integrating pay and workforce issues into service delivery and reform strategy.

Our immediate work priorities were, working in partnership with the Workforce Innovation and Reward team in H.M.Treasury and the Cabinet Office Corporate Development Group:
to drive forward the production of departmental pay and workforce strategies that would underpin delivery plans and ensure affordability, strengthen the Pay Review Board process and quality of evidence provided, and to review and re-launch the Public Services Employer Forum.

The first phase is now complete, with all of the Pay and Workforce strategies having been agreed by Ministers. We are now aiming to take a step change that will consolidate this work, creating more strategic impact with clear outcomes. Our approach is one that seeks to engage departments, win buy-in and ensure ownership of implementation.
