1. INTRODUCTION

1.1  The Peer Review Team would like to thank Sir Richard Wilson, Brian Fox and all their Colleagues for providing first-hand insights into the functioning of the Cabinet Office. Exposing the centre of Government to a peer review process took courage and demonstrates that the Cabinet Office is willing to take risks to become a learning organisation.

1.2 The members of the Peer Review Team came together as strangers. We are leaving enriched by the experience and with a great deal of respect for each other.

1.3 Our mandate was "to examine how the Cabinet Office is carrying forward the Modernising Government Programme, as set out in the White Paper "Modernising Government". We conducted 67 interviews, held 7 group sessions, and spoke to 28 organisations, some 170 people in all. A full list of those organisations is annexed. We are indebted to all who graciously contributed their time, sharing their knowledge and experience with us. We hope this report will make their patience and contribution worthwhile.
