What makes a good review

Be prepared

Ministers and Departments should think about the issues and information neweds well in advance of the start of the review.

Be strategic

think carefull about the agency's or NDPB's role in delivering wider Governmental or Departmental objectives.

Be challenging

weigh up the different options carefully, without preconceptions, drawing on external views

Be joined-up

link up reviews where it makes sense and consider whether other parts of the public sector and/or other sectors have a part to play

Be disciplined

set clear start, completion and interim milestone targets and aim to finish in 6 months.

Be flexible

take on board new issues and options should they arise int eh course of a review.

Be open

consult customer, staff and their trade unions, and other stakeholders throughout; and work closely with the Agency or NDPB

Be forward Looking

remember that the purpose of reviews is to improve service delivery in the future

Be alert

learn lessons from others and highlight examples of good practice
