This gives lists those Executive Agencies which have been privatised, contracted
out, merged, abolished or otherwise rationalised. It may not be entirely
complete and any comments or corrections are very welcome.
The Accounts Services Agency became an Executive Agency of the
DTI on 1 October 1991. On 1 April 1995, the Department of Trade and Industry awarded a contract for
the services formerly carried out by the Accounts Services Agency to the
CSL Group Ltd.
Agricultural Development and Advisory Service (ADAS) - ADAS
was launched as an Executive Agency of the Ministry of
Agriculture, Fisheries
and Food on 1 April 1992. It was transferred to the private sector as ADAS
Consulting Ltd on 1 April 1997. ADAS originated as the National
Agricultural Advisory Service (NAAS) to boost production in the
immediate aftermath of the Second World War.
Army Base Storage & Distribution Agency - Launched as an
Agency on 4 April 1995. It was incorporated within the
Defence Storage & Distribution Agency 1 April 1999.
Building Research Establishment was launched as an Agency of
the Department of the Environment on 2 April 1990. It was privatised on 19 March 1997 and
sold to the Management Buyout Team.
Central Computer
and Telecommunications Agency -
Ministerial responsibility for CCTA passed from the Chancellor of the
Exchequer to the Chancellor of the Duchy of Lancaster (OPS) on 6 August
1992. It was launched as an Executive Agency of OPS on 1 April 1996. On 1 April 2000
CCTA, the Property Advisers to the Civil
Estate and The Buying Agency were transferred from the
Cabinet Office to the Office of Government Commerce within the Treasury. On 1 April 2001
CCTA and PACE ceased to exist as separate agencies within the Office of Government
Commerce.
Central Statistical Office - launched as an Agency of HM
Treasury on 19 November 1991. On 1 April 1996 it was merged with the Office of Population Censuses and
Surveys to form the Office for National Statistics
Agency.
Chemical and
Biological Defence Establishment - CBDE was launched as an Agency of the
Ministry of Defence on 1 April 1991. On 1 April 1995 the CBDE, the Defence Operational Analysis
Centre (DOAC) and the Defence Research Agency (DRA) merged to form
the Defence Evaluation and Research Agency.
Chessington Computer Centre. Ministerial responsibility
for the Chessington Computer Centre passed from the Chancellor of the
Exchequer to the Chancellor of the Duchy of Lancaster (Minister of
Public Service and Science) on 16 July 1992. It was launched as a
Next Steps Agency on 1 April 1993. It was privatised on 1 August 1996 and sold
to a consortium comprising a Management and Buyout Team, Integris UK and Close
Brothers.
Civil Service College
- The College had been established in 1970,
becoming an Executive Agency on 6 June 1989. On 1 April 2000 the
Civil Service College ceased to be an agency and was re-absorbed by its parent Department (the Cabinet
Office) as part of the Centre for Management
and Policy Studies.
Coastguard - Launched as an Agency on 1 April
1994. On 1 April 1998 the Coastguard
and the Marine Safety Agency merged to form the Maritime and Coastguard Agency.
Contributions Agency
was established as an Executive Agency of the DSS on 10 April
1991. On 1 April 1999 the Contributions Agency
was transferred from the Department of Social Security to the Inland Revenue and
ceased to be an Executive Agency.
Defence
Accounts Agency - Launched as an Agency of the Ministry of Defence 1 April
1991. Following its review in 1995 the Defence
Accounts Agency was de-merged into two agencies, the Defence Bills Agency
and the Pay & Personnel Agency on 1 February 1996.
Defence Animal Centre - Launched as an Agency 1 June
1993. It was incorporated within the Army Training and
Recruiting Agency 1 April 1999.
Defence Clothing & Textiles Agency - In
1994 DCTA was launched to replaced various separate organisations
responsible for uniforms, operational clothing, tents, body armour, and
associated items for the Royal Navy, the Army and the Royal Air
Force. In
line with the Smart Procurement Initiative the organisation ceased to be
an Agency on 1 October 2000 and is currently going through transition
into a single Integrated Project Team (IPT) concentrating on the core
products of clothing and textiles The IPT, will be formed by 01 April 2001.
The IPT is to be known as Defence Clothing and Textiles (DCT).
Defence
Codification Agency - Launched as an Agency 20 June 1996. It
was incorporated within the RAF Logistics Support
Service 1 April 1999.
Defence Evaluation and Research Agency - On 1 April 1995 the Chemical and
Biological Defence Establishment (CBDE), the Defence Operational Analysis
Centre (DOAC) and the Defence Research Agency (DRA) merged to form
the Defence Evaluation and Research Agency. In July 2001, DERA was split into two science and
technology organisations. QinetiQ
is, at present a wholly owned Government company which will be a UK PLC, and will compete on a world stage to deliver
science-based solutions to customers and their communities across the
globe. Defence
Science & Technology Laboratory is a MoD agency, and as such
the primary centre of technical excellence and defence research capability
for the Ministry of Defence.
Defence Operational Analysis
Centre - Launched as an Agency of the Ministry of Defence on 1 July
1992. On 1 April 1995 the Chemical and
Biological Defence Establishment (CBDE), the Defence Operational Analysis
Centre (DOAC) and the Defence Research Agency (DRA) merged to form
the Defence Evaluation and Research Agency.
Defence Research Agency - Launched as an Agency of the
Ministry of Defence on 2 April 1991. On 1 April 1993 DRA became a
Trading Fund. On 1 April 1995 the Chemical and
Biological Defence Establishment (CBDE), the Defence Operational Analysis
Centre (DOAC) and the Defence Research Agency (DRA) merged to form
the Defence Evaluation and Research Agency.
Driver Vehicle Operator Information Technology Agency - became an
Executive Agency of the Department of Transport on 1 April 1992. It was privatised on 17 December 1993 and sold to EDS.
The Farming
and Rural Conservation Agency was formed as an Executive Agency of MAFF on 1 April 1997 from those
functions of ADAS remaining in the public sector. The FRCA ceased to exist
on 1 April 2001. Most staff of the Agency were transferred to the Rural
Development Service within MAFF or the National Assembly of Wales Agriculture
Department.
The Food Science Laboratories (MAFF) were merged into the Central Science
Laboratory on 1 April 1994.
The Government Property Lawyers became
an Executive Agency on 1 April 1993. As a result of the 1997-1998
Quinquennial Review the Government Property Lawyers (Attorney-General) was
disbanded on 30 September 1999 on the grounds that there was no longer a requirement to
maintain a central conveyancing function in the public sector. Remaining
staff were absorbed into Treasury Solicitors.
Her Majesty's Stationary Office
(HMSO) was launched as an Executive Agency on 14
December 1988. On 1 April 1992 ministerial responsibility for HMSO
passed from the Chancellor of the Exchequer to the Chancellor of the
Duchy of Lancaster. On 30 30 September 1996 HMSO's trading
functions were sold to a consortium operating as The
Stationery Office Limited. HMSO ceased to be an
Executive Agency but continued to operate under the ministerial control
of the Minister for the Cabinet Office.
Historic Royal Palaces Agency became an Executive Agency of the
Department for National Heritage on 1 October 1989. On 1 April 1998 Historic
Royal Palaces became an Non Departmental Public Body.
Information Technology Services Agency- launched as an agency
of the DSS on 2 April 1990. In April 2000 the ITSA was
re-absorbed by its parent Department (DSS). In August 2000 the DSS awarded the
contract to supply the future design, development and delivery of the
Department's Information Technology Services to Affinity (a consortium led by
EDS). Most of the staff of the
former ITSA were transferred to Affinity under TUPE terms with the remained
retained within DSS to retain control over the strategic management of the
Department's IT services.
Joint Air Reconnaissance Intelligence Centre (JARIC) - became
an agency of the Ministry of Defence on 19 April 1996. On 1 April
2000 it was merged with Military Survey to form the Defence Geographic and Imagery Intelligence
Agency (DGIA).
Laboratory of the Government
Chemist - launched as an Agency of the DTI on 30 October
1989. LGC was privatised in April 1996. It is owned by
staff, The Royal Society of Chemistry
and 3i. It continues to function
in its official role as Government
Chemist continues, providing independent advice on reference,
statutory and regulatory issues.
Logistic Information System Agency - launched as an Agency on 21
November 1994. On 1 April 2001 it ceased to exist as a
separate Agency within the Ministry of Defence.
Marine Safety Agency - launched as an Agency on 1 April 1994. On 1 April 1998 the Coastguard
and the Marine Safety Agency merged to form the Maritime and
Coastguard Agency.
Military Survey - launched as an Agency of the MOD on 2 April
1991. On 1 April 2000 it was merged with JARIC to form the Defence Geographic and Imagery Intelligence
Agency (DGIA)
National Engineering Laboratory became an Executive Agency of the DTI
on 5 October 1990. It was privatised on 1 November 1995 and
sold to Assessment Services Limited.

The National Physical Laboratory
was established as an Executive Agency of the DTI on 3 July 1990. On 1
October 1995 its functions were contracted out to Serco with AEA Technology and Loughborough University as
sub-contractors for particular tasks.
Natural Resources Institute was launched as an Executive
Agency of the ODA on 2 April 1990. It was privatised on 1 May 1996 and sold to a
consortium of the University of Greenwich, Imperial College and Wye College.
Naval Aviation Repair Organisation - launched as an Agency on
1 April 1992. It was incorporated within the Defence
Aviation Repair Agency 1 April 1999.
Naval Bases and Supply Agency (NBSA) - launched on 11 December
1996. On 2 April 2001 The Warship Support Agency was formed by the merger of
the majority of the Naval Bases and Supply Agency (NBSA) and the Ships
Support Agency (SSA), both of which were part of the former Naval
Support Command, and since 1st April, 2000 the Defence
Logistics Organisation (DLO).
Occupational and Health Safety Agency was launched as an Executive
Agency (Cabinet Office: OPS) on 2 April 1990. It was privatised on 18 September
1996 and sold to BMI Health Services.
The Office of Paymaster General became an Executive Agency of the
Chancellor of the Exchequer on 1 April 1993. Paymaster was privatised on 1 April 1997 and sold to EDS and Hogg
Robinson.
Property Advisers to the
Civil Estate - launched as an Executive Agency 1 April 1996. On 1 April 2000 Central Computer
and Telecommunications Agency, the Property Advisers to the Civil
Estate and The Buying Agency were transferred from the
Cabinet Office to the Office of Government Commerce within the Treasury.
On 1 April 2001 CCTA and the PACE ceased to exist as separate agencies within the Office of Government
Commerce.
The Public Trust Office was launched as an Executive Agency of the Lord
Chancellor's Department on 1 July 1994. On 1 April 2001 the Public Trust Office (Lord Chancellor's Department)
ceased to exist. Some of its functions were transferred to a new Executive
Agency The Public Guardianship Office.
RAF Maintenance Group Defence Agency - launched as an Agency 1
April 1991. It was incorporated within the
Defence Aviation Repair Agency 1 April 1999.
Recruitment and Assessment Services Agency became an Executive Agency
of the Cabinet Office on 1 April 1991. It was privatised on 30
September 1996, and sold to Capita Group plc.
Resettlement
Agency - launched as an Agency of the DSS on 24 May 1989. On 31 March 1996, the Social Security Resettlement
Agency ceased to exist as it had completed its task of disengaging central
Government from the direct management of hostels for the homeless.
It had been launched as an Executive Agency of the DSS on 24 May 1989.
Security
Facilities Executive Agency (SAFE) SAFE was launched as an
Executive Agency of the DoE on 15 October 1993..On 1 January 1996
responsibility for SAFE passed from to
OPS/Cabinet Office. On 1 April 1997 Government Car and Despatch
Agency was created from part of SAFE. On 1 July 1998 the Security
Facilities Executive Agency ceased to be an Executive Agency and its
remaining
services were, in the first instance, returned to the Cabinet
Office.
Ships
Support Agency (SSA) - launched 11 November 1996. On 2 April
2001 the Warship Support Agency was formed by the merger of
the majority of the Naval Bases and Supply Agency (NBSA) and the SSA, both of which were part of the former Naval
Support Command, and since 1st April, 2000 the Defence
Logistics Organisation (DLO).
Specialist Procurement Services - Launched as an Agency on 1
June 1997. It was incorporated within the Defence
Procurement Agency 1 April 1999.
Transport Research Laboratory was established as an Executive Agency of
the DTI on 1 April 1992. It was privatised on 31 March 1996 and sold
to the Transport Research Foundation
The Teachers' Pensions Agency became an Executive
Agency of the DFE on 1 April 1992. On 1 October 1996, the contract for administering teachers' pensions
in England and Wales was transferred to Capita Managed Services Limited.
The Buying Agency - On 1 January 1996
responsibility for SAFE and the The Buying Agency passed from the DoE to
OPS/Cabinet Office. On 1 April 2000 Central Computer
and Telecommunications Agency, the Property Advisers to the Civil
Estate and The Buying Agency were transferred from the
Cabinet Office to the Office of Government Commerce within the Treasury. On 1 April 2001 The Buying Agency was renamed OGCbuying.solutions.
Warren Spring
Laboratory was launched as an Executive Agency of the DTI on 20 April
1989. On 31 March 1994 it merged with AEA Technology.
