Executive Agencies

What’s it all About ?

This gives contact details and links for the 93 Executive Agencies (also known as Next Steps Agencies) organised by responsible Minister and Department. Some of these are also responsible to the Devolved Administrations for their activities in those countries.

Although the main phase of Agency creation has passed, activities of Government continue to be identified as Candidates for Agency status.

There are also a further 33 Agencies, which are the responsibility of the Devolved Administrations in Northern Ireland (22), Scotland (10) and Wales (1), which are not listed here.

There are also four Government Departments which, whilst not themselves Next Steps Agencies, operate along Next Steps lines.  These are (with "alongside" status in brackets  the Crown Prosecution Service, HM Customs and Excise (1.4.91),  Inland Revenue (1.4.92) and the Serious Fraud Office.

Can’t Find It Here?

Some bodies with "Agency" in the title are in fact Non Departmental Public Bodies. Further details can be found in the Quango Website.  Examples of such NDPBs include The Countryside AgencyThe Environment Agency and the Regional Development Agencies.

There are also a number of bodies with "Agency" in the title which Special Health Authorities rather than Next Steps Agencies.  These include the Health Development Agency , and the prospective National Patient Safety Agency and National Treatment Agency for Substance Misuse.

Lastly, there are a number of former Executive Agencies whose status has subsequently changed.

Want to Know More ?

Further details on the performance of individual agencies can be found by contacting the agencies themselves, their parent Departments/Administrations or the Executive Agencies 1999 Report (Cm 4658) published by The Stationary Office.

Statistics for the numbers of Civil Servants, including those working for particular agencies can be found at the Civil Service Corporate Management site.

Trading Funds

A minority of Agencies operate on a Trading Fund basis.  These are marked "TF" with their date of establishment as a trading fund in brackets.

Candidates For Agency Status

As of 8 August 2001 two activities had been announced by Ministers as candidates for Agency status.

Later this year the Government intends to launch Jobcentre Plus to improve the way support is provided to people of working age who are claiming benefits.  This will bring together the Employment Service, which runs Jobcentres, and those parts of the Benefits Agency providing services to people of working age.   The intention to create such an Agency was announced by the Prime Minister in March 2000.  Leigh Lewis is the Chief Executive Designate.

On 24 July 2000 the Minister of Agriculture, Fisheries and Food announced the creation of a new Common Agricultural Policy paying agency.  This will be named the  Rural Payments Agency (RPA).  This will merge the paying functions of MAFF's nine Regional Services Centre and the Intervention Board.  The Agency is expected to go live later in 2001.  RPA will be an Executive Agency of DEFRA.  The Chief Executive Designate is Johnston McNeill.
