Taking a confirmed customer interest into high level planning and definition of solution and service, leading to the signature of MoU part 1.
Your project will present opportunities for you to consider potential improvements to your own services rather than simply migrate 'as is'. So, you might also consider planning related activities such as restructuring content or services where appropriate. This is not simply a technical activity.
There will be tangible business and efficiency benefits gained by adoption of CI. Particularly financial, for example, Gateway development has been £19m and informal benchmarking has shown government would have spent £26m if they had approached this solution individually. Along with lowering risk and improving implementation accuracy, the key objectives of CI is to avoid unnecessary duplication and investment whilst reducing time-to-market. These benefits are recognised by HM Treasury, as outlined in the DAO letter of 17th December 2003 (DAO (Gen)16/03), and through the IEG 3 and 4 measures set out by ODPM.
DAO Letter
Most implementations are joint departmental/EDT activities, which will also require 3rd party collaboration. Communication across multiple organisations can be complex, so at the start of a new implementation the team and their roles and responsibilities will be agreed and defined in detail.
Your migration approach may require you to review your business processes. We have worked with a number of departments to migrate to CI services, and we would be pleased to share our experiences with you to help with any re-engineering you wish to consider.
Before implementation, and after signing MOU Part 1, we will develop implementation plans and validate scope and levels of service. The outcome of these detailed planning and scoping sessions will feed into the annexes of MOU Part 2. MOU Part 2 forms the binding agreement between us, which commits you to pay for the services we deliver. The main body of the MOU Part 2 sets out what you might expect from a commercial contract with the annexes describing the elements of new services. A detailed breakdown of charges will be included in this agreement, which will show any additional requirements beyond the managed service. It means that the main body is signed once by an Accounting/ Executive Officer, whilst the annexes will be signed by the Project SRO.
