16 January 2008: The Prime Minister announces the establishment of the Risk
and Regulation Advisory Council
The Prime Minister has accepted the key elements of a report published
today by the Better Regulation Commission and established the Risk and
Regulation Advisory Council (RRAC) to oversee this programme. The Better
Regulation Commission report “Public Risk – the Next Frontier for Better
Regulation”, was produced in response to a request made by the Prime
Minister to carry out further work on how policy-making can benefit from a
fuller and more rounded consideration of public risk, initiated by the
BRC's Risk Report (October 2006). The Better Regulation Commission will
now be closed.

Announcement on changes to the structure of Government
The Prime Minister has asked the BRC to carry out further work on how
policy-making can benefit from a fuller and more rounded consideration of
Public Risk. He has asked the BRC to build on their report "Risk,
Responsibility and Regulation", to devise a structure and approach
that ensures that this ambition is embedded in real policy action, even
when facing pressures to react to events. He has asked that the BRC report
back by the end of July.
Government Publishes Response to BRC Report: Regulating to mitigate
climate change - a response to the stern review
The Government has published its response to the BRC's report,
accepting the seven tests for climate change which it will apply in
future policy development. The Commission will continue to take an
interest in emerging climate policy, and will revisit the recommendations
of the report in the Autumn.
Appointment of three new members to the Better Regulation Commission
On 16 May, Hilary Armstrong, Minister for the Cabinet Office, announced
three new appointments to the Better Regulation Commission:

The three new members have added to the range of expertise and experience
that is represented in the Commission.
Study of the EU regulatory agencies
The Better Regulation Commission (BRC) has embarked on a study of the EU
regulatory agencies. The study will consider the work of the agencies and
their influence on the regulatory landscape.
Reducing Administrative Burdens in the European Union
The Better Regulation Commission has published a joint paper with the
Dutch Advisory Board on Administrative Burdens and the Nationaler
Normenkontrollrat of Germany, supporting the European Commission's
"Action Programme for Reducing Administrative Burdens in the
European Union". The three bodies provide independent advice on
administrative burdens in their home countries. We welcome the European
Commission's Action Programme, and have identified six priorities
that would build on this body of work and help ensure that EU administrative burdens are kept to a
minimum.
Regulating to mitigate climate change - a response to the Stern Review
The independent Better Regulation Commission has published its review of
the regulatory aspects of the Stern report and expresses concern that
hasty and inappropriate action may be taken. The Commission sets seven
challenges to climate change policy-makers and calls for Government to
adopt these tests to guide policy in this important crucial area.
Annual Report 2006
The Commission has published its annual report for 2006. The report
summarises the Commission's work during the year, and highlights
better regulation activity in the UK and the European Union.

The government has published it's response to the Better Regulation
Commission's report "Risk, responsibility and Regulation - Whose
risk is it anyway?"
Now it is measured it must get done
The Better Regulation Commission has published comments on each of the
government simplification plans.

The Office of the Third Sector has published the Government response to
the Better Regulation Task Force report 'Better Regulation for Civil
Society'.
